EAC Vision 2050

Endorsed March 2, 2016 — Arusha, Tanzania

EAC Vision 2050: adopted in Arusha, Tanzania and implemented through phased medium-term development strategies.

What CreativeBox Built

CreativeBox's contribution focused on turning a regional aspiration into a usable execution blueprint: a structured vision framework, pillar strategies, implementation mechanics, financing pathways, and an evaluable results system.

Vision framework & transformation logic

Structured the vision, mission, goals, pillars and enablers into a coherent regional change model that can guide planning across Partner States.

Pillar strategy architecture

Defined strategic pillars—from infrastructure and industrialisation to human capital—so regional investments ladder up to competitiveness and quality of life.

Implementation & institutional reform design

Outlined execution strategies addressing capacity, enforcement, stakeholder engagement, and alignment between national and regional planning/budgeting.

Financing pathways for regional mega-projects

Mapped diversified funding sources and regional vehicles (e.g., development funds/banks and private capital) to support large-scale investment needs.

Results-based M&E framework

Specified a monitoring and evaluation approach designed to generate feedback, measure impact, and keep the integration agenda on track.

Strategic Workstreams

EAC Vision 2050 is structured into five execution workstreams that connect long-term ambitions to medium-term delivery.

1

Vision, Mission & Targets Architecture

Create a shared regional north star with measurable aspirations.

Vision and mission statements anchored on inclusiveness and accountability
Targets and trajectory logic as a dynamic process starting 2016
Framework connecting goals, pillars, and enablers
2

Pillar Strategies for Economic Transformation

Define the regional value-creation agenda across sectors.

Infrastructure development strategy for competitiveness (transport, energy, communications)
Agriculture, food security and rural transformation pathway
Industrialisation and value addition strategy with comparative advantage logic
Natural resources & environment management strategy
Tourism, trade and services value chain strategy
Human capital development (well-educated and healthy population)
3

Cross-cutting Enablers and Governance

Strengthen the conditions that make transformation possible.

Good governance, peace and security as execution foundations
Science, technology, innovation and R&D emphasis
Gender and women empowerment integration
Political will and sustainable financing as enabling conditions
4

Implementation Approach & Institutional Strengthening

Define how the vision gets executed across EAC organs and Partner States.

Phased implementation through five-year development plans
Strategies to address weak enforcement, financing gaps, and coordination weaknesses
Structured engagement mechanism for state and non-state actors (subsidiarity)
Legal/policy guidance for Partner State implementation of Community obligations
5

Financing & Monitoring, Evaluation and Learning

Ensure the vision is fundable and measurable.

Resource mobilisation approach combining public investment, private capital, and multilateral support
Regional financing vehicles (e.g., development fund/bank mechanisms) for mega projects
M&E framework based on relevance, efficiency, effectiveness, impact and sustainability
Indicator/timeframe approach linked to medium-term development strategies

Key Strategic Decisions

Key choices were made to ensure Vision 2050 functions as a living implementation system—not a static publication.

Define Vision 2050 as a dynamic process starting in 2016

A long-term vision only works if it immediately drives medium-term plans and adapts to changing conditions.

Impact: Created a practical planning bridge from long-horizon aspiration to five-year execution cycles.

Anchor the vision on inclusiveness and accountability

Regional integration must translate into broad-based quality-of-life gains and credible governance outcomes.

Impact: Improved legitimacy and stakeholder buy-in across Partner States.

Adopt a pillar + enabler architecture

Separating sector pillars from cross-cutting enablers clarifies what must be built and what must be fixed to deliver outcomes.

Impact: Made implementation responsibilities easier to map and track.

Prioritise diversified financing vehicles for mega projects

Transformation requires predictable long-term capital; relying on one source is fragile.

Impact: Expanded the financing toolkit to match the scale of infrastructure and industrialisation needs.

Use OECD-DAC criteria for evaluating progress

A shared evaluation standard improves comparability, learning, and course correction over decades.

Impact: Strengthened results credibility and performance management.

Building East Africa's Future

EAC Vision 2050 sets out a shared long-term trajectory to become a globally competitive upper-middle income region while widening and deepening economic, political, social and cultural integration.

The vision was endorsed in Arusha, Tanzania (2 March 2016) and framed explicitly as a phased implementation process starting from 2016—designed to be executed through flexible medium-term development strategies with monitoring and evaluation feedback loops.
