Our Contribution

As one of the lead consultants on a multidisciplinary team, CreativeBox supported the National Economic Council (NEC), UNECA, and the World Bank in developing key components of the Somalia Centennial Vision 2060.

Supported the development of a quantifiable end-state (upper-middle income ambition) translated into measurable targets and time-bound trajectories

Contributed to the structured analytical narrative explaining why targets are ambitious-but-defensible with buffer logic and scenario calibration

Provided drafting support for human capital and education strategy content that operationalizes skills development

Helped design the monitoring and evaluation (M&E) cycle and data-management logic that makes delivery measurable across phases

Assisted with packaging and synthesis to support public-facing clarity and policy-grade coherence across chapters and pillars

Five Strategic Workstreams

Comprehensive approach delivering a coherent, executable national blueprint

1

Vision Targeting & Trajectory Modelling

Translate the 2060 ambition into measurable indicators and plausible long-run trajectories that can be defended as policy-relevant and analytically grounded.

Targets matrix with milestone years for GDP per capita, growth, investment ratios, poverty reduction
Interpretation narrative justifying 2060 per-capita target with buffer above upper-middle-income threshold
Managed-growth logic linking trajectory to strategic interventions
2

Human Capital Development & Education Strategy Design

Operationalize workforce transformation: inclusive access to education, skills development pathways, employability alignment, and culturally grounded social outcomes.

Human capital development initiatives covering expanded education access and teacher training
Digital-skills integration in education pipeline with online learning platform concept
Industry partnership logic for market-aligned training
3

Digital Transformation Enabler & Digital Infrastructure Logic

Frame digital transformation as a cross-cutting accelerator: literacy, connectivity, innovation adoption, and capability building.

Digital literacy as national foundation for tech adoption
Investment logic for broadband, telecommunications infrastructure
Capacity-building narrative linking digital readiness to system transformation
4

Monitoring, Evaluation & Delivery System

Make the Vision executable: define how progress is measured, reviewed, corrected, and evaluated across decades, plans, sectors, and regions.

Multi-phase M&E cycle spanning baseline studies, annual reviews, mid-term reviews
Digitized M&E platform interfacing with government information systems
Advanced analytics orientation (AI/ML, predictive analytics) for evidence-based decisions
5

Narrative Architecture & Policy Coherence

Ensure the document reads as a single, coherent national blueprint with clear causal logic from diagnosis to execution.

Section-by-section synthesis and restructuring for clarity
Alignment of pillars and cross-cutting enablers
Policy-grade language upgrades and packaging

Key Strategic Decisions

Anchor the Vision on an upper-middle-income ambition by 2060

Forces measurability, creates accountability, and aligns national aspiration to internationally legible development thresholds.

Set a per-capita income target with buffer above minimum threshold

Reduces risk of technically missing classification due to external benchmark drift or economic shocks.

Use 'managed growth through strategic interventions' framing

Links trajectory to controllable levers (diversification, infrastructure, human capital, governance) and avoids wishful forecasting.

Build execution backbone: NTPs/SSPs/RDSs + results framework + timed M&E cycle

A 35-year vision fails without an operating system: plans, indicators, review cadence, corrections, and evaluations.

Published by National Economic Council

The Somalia Centennial Vision 2060 was officially published by the National Economic Council (NEC) of the Federal Republic of Somalia in June 2025, with critical support from UNECA, World Bank, and the United Nations Country Team.

This 35-year national blueprint establishes Somalia's commitment to achieving upper-middle-income status by 2060 through strategic interventions in human capital, infrastructure, governance, and economic diversification.
